SCE Moves SPVP Allocation into RAM Allocation

For several months SCE has been applying to the CPUC to stop further Utility development of their portion of the approved SPVP program.  As you may remember the SCE version approved was for 250MW to be awarded to IPP developers in 50MW a year auctions, and for SCE to build and operate 250MW themselves over the same period.  Of course they had a sweet deal to allow them to be compensated up to a rate of $0.26/Kwh for THEIR projects, while the IPP portion had to win a PPA bid in a reverse auction.

The recent approval of this decision is a death notice to the smaller projects, as they have no possibility of winning in a RAM auction in forseeable future.
