The Cluster #5 Time For CA Is Now

This month is the real annual opening window for the new GIP cluster process. A new Interconnection Agreement procedure was approved last year for the big three utilities(PG&E, SCE, SDG&E) in Ca that are under CAISO jurisdiction at the transmission level.  Remember that other utilities such as IID, LADWP, SMUD etc. do not have this requirement.  They have their own FERC approved interconnection agreements, but are in general also moving toward a cluster process in the last year.

Last March the stated applications at the CAISO transmission level were at the >25GW level for all renewables such as wind, and solar.  The phase 1 deposits for the prior Cluster #4 CAISO projects are due by the first week of April 2012, and this is a considerable financial burden to bear by many developers at the moment.  Also the prior Cluster #3 phase 2 deposits were due in February, and this caused significant drop out for those projects.

Some speculate that the total magnitude of projects dropping out of these interconnection queues by the middle of April could total up to 20GW or more.
